It’s all a matter of scope

Years ago, I wrote an essay about how it is easier, as a politician, to curry favour with the electorate by building an new library building than it is to by increasing the quality of an existing research library, in a university setting. (In this setting, the quality of a university’s research library is a key measure in its score in the national rankings of universities and all the attendant consequences.)

This situation reminds me of my conclusion to that piece of reasoning: it is all a matter of scope.
